DoCA Hosts Round Table on Legal Metrology Act, Focuses on Ease of Business & Consumer Protection

New Delhi, September 24, 2025 – The Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food & Public Distribution, Government of India, organised a high-level Round Table Workshop on “Ease of Doing Business and Consumer Protection – Legal Metrology Act, 2009” at Vigyan Bhawan, New Delhi.

The workshop brought together over 200 participants, including Controllers of Legal Metrology from various states, industry associations, and Voluntary Consumer Organizations (VCOs), to deliberate on reforms aimed at simplifying compliance while ensuring strong consumer protection.
Delivering the keynote address, Smt. Nidhi Khare, Secretary, DoCA, emphasised that the Legal Metrology Act strikes a balance between safeguarding consumer rights and promoting ease of business. She highlighted several initiatives, including:
eMaap Portal for digitised and transparent compliance.
Jan Sunwai Helpdesk for addressing queries every Tuesday.
Government Approved Test Centres (GATC) and new rules for weighing and measuring devices.
Time Dissemination Project and adoption of international certification (OIML).
Allocation of E1 and E2 class weights worth nearly ₹100 crore to states.
Smt. Khare also underlined the significance of Jan Vishwas reforms, noting that decriminalisation of minor offences, risk-based regulation, and introduction of Improvement Notices will reduce barriers for businesses and foster trust.
Shri Bharat Khera, Additional Secretary, DoCA, said the reforms ensure fair trade without burdening genuine businesses, while Shri Anupam Mishra, Joint Secretary, DoCA, showcased the upcoming eMaap Portal designed to unify enforcement and compliance functions under one digital framework.

Industry representatives, including FICCI, CII, ASSOCHAM, RAI, and others, welcomed measures such as relaxation in MRP revision timelines and GST benefit transfers to consumers. They also suggested rationalising licensing, extending verification timelines, and introducing self-verification and faceless processes.
Consumer organisations, meanwhile, stressed the importance of strict enforcement against large-scale violations impacting end users.
States such as Maharashtra, Andhra Pradesh, Uttar Pradesh, Gujarat, and Kerala shared regulatory best practices, with Gujarat joining virtually.
The Round Table reinforced the government’s commitment to building a transparent, consumer-friendly, and business-enabling framework under the Legal Metrology Act, 2009, in line with the ongoing Jan Vishwas 2.0 reforms.
